On 26 September 2022, the RHGS team released the final Concept Note outlining the pilot study’s agenda, research priorities, and early strategic directions. This document establishes the foundation for RHGS’s broader work on strengthening regional health governance across the Inter-American System (IAS).

🔎 Research Objectives
The Concept Note identifies several core objectives guiding RHGS’s next phase of research:
- Review IAS laws, institutions, and mechanisms related to health and the right to health.
- Analyze the relationship between domestic laws and regional frameworks, including dual influences.
- Identify structural, socio-cultural, and regional barriers to creating a cohesive health governance framework.
- Assess whether new regional institutions are needed or existing ones should be strengthened — especially within the IACHR and the Economic and Social Rights Rapporteurship.
- Generate discourse on strengthening the IAS for improved regional health governance.
- Lay the groundwork for a future research grant focused on regional health governance in the IAS.

The Concept Note also articulates a central research question and several sub-questions that will guide RHGS’s data collection and analysis.
Main Question:
What adjustments should the Inter-American System undergo to better prepare member states for future pandemics?
Sub-Questions:
- What strategies should the Inter-American Commission adopt to develop a common regional health framework?
- Can existing institutions be strengthened for better health coordination, or is a new framework needed?
- How should the Commission address conflicts between the right to health and intellectual property law?
